Harlan is a part-owner of the Colts and a member of the United League's executive board. He supervised the construction of Colts Stadium (now Foster Field), and is active in guiding the league into a bright future. Under Harlan’s leadership and direction, the ball club was awarded the league's 2000 Organization of the Year. He was also recognized as the 2000 Executive of the Year.
A retired Air Force Colonel, Harlan has a Bachelor's Degree from the University of Wisconsin and a Master's Degree from Kent State University in Ohio.
Prior to helping form the Colts, he was the Director of the ASU Small Business Development Center. Colts Stadium started out as Harlan's "Field of Dreams," and he is working hard to make sure those dreams come true.
